ABSTRACT:

In April 1993, after ten years of meetings, negotiations, studies, reports and headaches, it seemed that a treatment system for the tanneries in Kasur would finally begin to be built. Shafique Pasari, President of the Din Garh Tanneries Association, Kasur, was reflecting on the hurdles that still needed to be surmounted before the clean-up project was realized. The most daunting challenge was the creation and effective management of the proposed Kasur Tanneries Waste Management Board and Agency. These bodies consisted of representatives from tanneries, government, and donor agencies, to oversee and implement the construction and operation of the effluent treatment system for the tanneries. Shafique was unsure about the viability and effectiveness of these bodies. Could the various stakeholders cooperate together towards a common goal, or would individual interests predominate and cause perpetual conflict and indecision? Shafique was also worried about how committed the government was to keeping its end of the bargain. There was no precedent in Pakistan for such an institutional arrangement.
