The local government reforms based on the principle of devolution of powers were introduced in Pakistan in 2001. Along came the much awaited police reforms in the form of Police Order 2002, enacted through the Chief Executive¿s Order No. 22 of 2002, which came into force on 14 August 2002. The dire need for police reform is evident from the fact that as many as 25 different commissions and committees had been set up since the formation of Pakistan to recommend changes in police law to align them with the progress of the country as a whole. For various reasons however, no government whether political or military, managed to develop these reforms. Finally, the Police Order was promulgated with a stated aim to redefine police role, its duties and responsibilities and to reconstruct the police for efficient prevention and detection of crime and maintenance of public order. This note discusses the implemented reforms.
