The devolution plan has been fully operative at the district level throughout the country since 14 August 2001. It constitutes part of the political reform process and restructuring of the entire political system instituted by the military regime in Pakistan. In October 1999, General Pervez Musharraf outlined a seven point agenda for reform. He stressed that he had ousted a ¿sham¿ democracy and that he would work to establish a true and genuine democracy at the grass roots level by rewriting the fundamental principles of the country¿s political system. This note reflects on the political patterns of military regimes in Pakistan to provide a better understanding of the motives behind the devolution process.
