On 9 November 2003, Haider Zaidi, President of Lahore based Al-Khalil Institutional Development Associates (AKIDA) consulting group, and his team were taken by surprise. During their presentation on a competitive bid for an evaluation survey of services for Ministry Khushbakht (MK) of the Government of Pakistan, the client revealed that their understanding of the scope of work was much greater than AKIDA thought was stipulated by the advertisement and the Terms of Reference. The miscommunication of perception amounted to a huge discrepancy about the size of the target population to be covered and hence the sample size. The cost, as noted in the ToR, was an important consideration for the Ministry while awarding the contract. However, the nationally representative sample would raise the cost to many times the original cost AKIDA had proposed. Zaidi wanted to consider his options to deal with the Director General.
