DESCRIPTION:
Since the nationalisation of the cement industry in 1972, the government-controlled all cement production in Pakistan. In 1982, the government decided to allow the private sector to enter the cement industry and sanctioned several private-sector cement projects. These projects would start coming on stream in 1985. Initially, the private-sector projects had been sanctioned on a ‘guaranteed-return-on-equity’ basis, using the system of cost-plus pricing being followed for the existing public-sector units.
