ABSTRACT:

In 1986, the government process for approving manufacturing investment in Pakistan differed according to the source of funds and certain characteristics of the proposed project. The simplest procedure was for a local investor who did not require a loan of any kind. Such an investor had only to apply to the province for permission to establish a plant. In this case, the principal issue for the provisional government was whether the project was suitable for the proposed location. A large factory might, for example, not be suitable for a very congested urban area. Such an investor would be encouraged to locate elsewhere.
