A review of the academic literature on non-government organizations would demonstrate that there is a paucity of scholarship on NGOs in Pakistan (for notable exceptions, see Zaidi, 1999). A search on several academic databases (e.g., PROQUEST and Ingenta), containing several thousand academic journals, failed to locate scholarly articles that focus on NGOs in Pakistan. At the moment, we are, thus, quite limited in our knowledge of how NGOs work in Pakistan, their dynamics, and the challenges they face in the execution of their duties. This paper seeks to address this deficiency of knowledge. Using data derived from a study of the Sialkot Child Labour Elimination Project, the paper will attempt to identify issues that confront NGOs in Pakistan. Future research will explore the extent to which the issues identified are applicable to other arenas of NGO involvement in Pakistan. In the meanwhile, this study can be viewed as an exploratory investigation, one aiming to advance tentative understanding.
