ABSTRACT:

As of May 2003, Niaz Hussain, Regional General Manager (RGM) of Punjab Rural Support Program (PRSP), District Sahiwal, was confronted with a policy quandary. He had to evaluate the role and level of PRSP’s involvement in the Community Primary School (CPS) project. Though the project was established and termed successful in general, he had to give its sustainability a fresh look in view of governing issues and also because of the rapidly changing economic environment in the country. There was a perpetual decline in the interest rate, which affected the performance of the endowment fund of PRSP and hence to the financing of CPS. Stemming from the financial and sustainability concerns were issues of manageability and governance of quality education at the community level. The CEO of PRSP had already called for the strategic review committee, inclusive of all RGMs, to come forth with policy recommendations for the Board of Directors.
