DESCRIPTION:
Mr. Khan, Director Social Welfare Department, Government of Balochistan threatened to close down the project schools in Balochistan unless the quarterly funds were released immediately. The head of Monitoring and Evaluation Department, Khawaja Usman, who was also the head of the Finance and Accounts Department at the Prime Minister¿s Literacy Commission, was reluctant to release the funds in view of evidence that funds were being misappropriated on a large scale in Balochistan. The bench marks and the parameters of the educational project launched at the national level had been determined behind closed doors. This resulted in misunderstandings at the implementation levels. The project, involving many players and stakeholders was in jeopardy in Balochistan and decisions had to be taken keeping in mind the multiple implications involved in a national level exercise.
