DESCRIPTION:

This note aims to provide an overview of the broad area of faculty management for universities in general, and public universities of Pakistan in particular. We describe a high-level framework for faculty management, identify its key elements, provide a few examples of international practices, and discuss the challenges faced by universities of Pakistan through some examples. Moreover, several public universities have adopted the Tenure-Track System (TTS) introduced by Higher Education Commission (HEC) of Pakistan. HEC prescribed new policies and practices for faculty management based on TTS. However, these new practices coexisted with the traditional policies and practices for non-tenure-track faculty based on the government's Basic Pay Scale (BPS) system. This coexistence of two systems resulted in a whole set of issues and challenges related to faculty management in public universities, as elaborated further in this note.
