In July 2001, Dr Qureshi, Additional Chairperson, Executive Committee (ACEC) of Fatima Memorial Hospital (FMH), located in Lahore (Pakistan) was sitting in his moderately furnished office and listening to the Executive Director’s (ED) weekly operational performance report. The ED was sharing with the ACEC the latest report of the Medical Social Officer (MSO), regarding the opinions of the patients and views of other staff members about the standards of cleanliness after the outsourcing of janitorial services. The outsourcing contract for these services was awarded in December 2000 after the present ACEC joined the Hospital. The senior management staff had spoken to the ACEC from time to time about the standards of cleanliness since the outsourcing of these services. While the ACEC was committed to maintaining the highest standards of cleanliness at the hospital, he was not convinced that this was only possible through the regular staff of the hospital. When the ACEC decided to outsource this service the ED and his deputy were not very enthusiastic about the same. The staff employed for the janitorial work was also opposed to changing the status quo.
