ABSTRACT:
In the end of December 1999 Dr Fareeha Zaffer, Director of Society for Advancement of Education (SAHE) learnt that a teacher from one of the girl’s branch in Pakpattan had demonstrated culturally unacceptable behavior. The community retaliated by removing their children from the school, with an instant drop-out rate of 95 percent. Dr Zaffer was faced with the dilemma of choosing to revive the school by hiring new teachers, or closing it down altogether. This case elucidates the significant role of environmental factors in planning. It also highlights the dynamics of cultural factors and their impact on organizational planning in the development sector.
