DESCRIPTION:

The Public Procurement Regulatory Authority ordinance (PPRA) has been made in to a law as of 2004.All public sector government organizations are required to prepare and publish an annual procurement plan (see PPRA Rule 8) . The procurement planning enables the organization to • organize, forecast and schedule its procurement activities • relate these to the resources available in the form of funds, staff and time • identify time-sensitive procurements (which might include international competitive bidding and open tendering) that require considerable processing time but still have to be completed by a fixed date (Guidance Notes 1, SOP 1) . In this context, the term procuring agency is used to address any Ministry, Division, Department or any Office of the Federal Government. It may also be used to mean any authority, corporation, body or organization established by or under a Federal law or which is owned or controlled by the Federal Government(source: definitions, manual of procurements)
