DESCRIPTION:

In the early seventies a group of Lady Health Visitors (LHVs) from Karachi visited the Northern Areas of Pakistan to assess the incidence of disease in the area. The research report of the LHVs provided the background for operating a services agency in the Health Sector of Aga Khan Health Services (AKHS). As a result the Patient Welfare Organization Hunza (PWO) was set up in the early nineties as a not-for-profit organization to provide health facilities to the deprived and poor people of the region. The organization was registered with the Deputy Commissioner Gilgit under the Volunteer Act 1951. It was observed that unless the resources and facilities at the centres were utilized by the villagers, the organization would become useless. The Managing Director, therefore, called a meeting of the heads of all the departments to discuss the issue of service delivery to the target audience. He asked all high officials to come up with new ideas on how to reach the sick people of the area and convince them to utilize the available facilities. A new strategy was therefore adopted for service delivery which consisted of providing food items as incentive. This case assesses the viability of the new strategy in the long run.
