ABSTRACT:
The case discusses the trilemma that the government of Pakistan encountered when deciding on a federal budget for the fiscal year 2022–23. After the previous government was ousted, the newly established multi-party coalition government had its first big issue with this budget formulation. In spite of political upheaval and economic uncertainty, the budget was trying to strike a balance between responsible spending, social equality, and long-term economic growth. Among the most important goals were limiting government spending, which could activate the bailout plan from the International Monetary Fund; increasing gross domestic product; preserving primary balance; safeguarding social spending; and boosting agricultural and industrial output.
